If it be thought that the money allotted to the

Committee's Secretariat (namely, a total of EIK £1900 per

annum) is an unreasonably large proportion of the annual in-

come which the Committee may expect to derive from its invested

funds, we would point out that the Secretary's duties will be

executive as well as secretarial, that he will be the pivot of

the whole scheme and essential to its successful working, and

that his department will be the agency through which the Universi-

ties China Committee will exercise all its functions.
